Pazos was a citizen of Upper Peru. The letters are written to Henry Clay because of his stand on South American independence. The map was delineated by E.W. Bridges, city surveyor, and engraved by Messrs Maverick and Durand. It was the best and most complete map of its time showing the United Provinces of South America.
