It's 1947 and Sally Freedman is living in Miami Beach with her mother and her older brother. Her parents think the warm weather will help her brother recover from his kidney infection, and her father has stayed behind in Brooklyn to run his business. As Sally struggles to fit in to her new community, her wild imagination gets the best of her and she becomes convinced that one of her neighbors is Adolf Hitler in disguise. Blume has said that she based the character of Sally on her childhood self.
