It equipped citizens to be on-call soldiers, `a well-regulated militia,' & an economical alternative to an expensive standing army. Regrettably, in the Civil & Spanish-American Wars, the militia system in which members served when & for how long--as they saw fit--was militarily unreliable despite War Dept. attempts at reform. It was replaced by National Guard, & the Army Reserve in 1920. |
