Revolutionary movements in Latin America have probably posed greater challenges to U.S. interests than any elsewhere in the Third World. Revolutionary leaders such as Cardenas in Mexico, Castro in Cuba, and Allende in Chile have seized the properties of large U.S. corporations and aroused U.S. strategic concerns over their relations with other Great Powers, such as Germany and the Soviet Union. The Hovering Giant is the first comprehensive, comparative study of U.S. responses to revolutions in Latin American countries. This analysis is based on previously unused sources in German and Russian as well as Spanish and English. The revolutionary process in these countries has tended to pass through three stages: rebellion, reformism, and revolutionary change. Dr. Blasier describes the extensive and complex relations between Latin American and U.S. leaders in these stages in Mexico (1910-1940), Bolivia (1943-1964), Guatemala (1944-1954), and Cuba (1957-1961). He explains why U.S. leaders sponsored paramilitary units to overthrow revolutionary governments in Guatemala and Cuba and compromised their differences with revolutionary governments in Mexico and Bolivia. In an epilogue the author compares U.S. responses to these four revolutions with U.S. responses since 1961 in the Dominican Republic, Peru, and Chile. The policy implications of his conclusions are discussed in a final section, "Lessons of History." Cole Blasier is Professor of Political Science at the University of Pittsburgh and founder of the Center for Latin American Studies there.
