Dorey (politics, Cardiff U., UK) looks at the attempts by numerous British governments to place restrictions on the growth of wages, fearing that they could lead to inflation. He argues that the fear of many of these governments, despite a professed support for the process of collective bargaining, was that the combination of full employment and relatively powerful trade unions could lead to the growth of wages for some sectors of society beyond the level deemed appropriate by the political elite. He looks at the various attempts to institute versions of the policy since World War II and analyzes the process from institutional, ideological, class, and partisan perspectives.
