An important number of this early Federal newspaper, containing a proposal for an expanded Bill of Rights in the new Constitution of Pennsylvania, comprised of twenty- five articles. This "Declaration of Rights," was proposed on Dec. 23, 1789. THE GAZETTE was the primary means of disseminating the proceedings and debates in the First Congress at a time when the government of the United States was busy defining itself in terms of the new Constitution, as well as important political doings in the States. By any account THE GAZETTE is the most reliable primary source for United States government affairs and political issues during the critical first Federal Congress of 1789-91. The Pennsylvania proposal shows the lingering uncertainty that the Bill of Rights just passed by the First Congress would protect all citizens. BRIGHAM, pp.645, 912-15. |
