RULES / FOR THE / Government of the Alms-House / IN THE / CITY OF NEW-YORK, / APPROVED AND AGREED TO / AT A / COMMON COUNCIL, / ON MONDAY, THE SIXTH OF OCTOBER, /1800
Printed by Furman and Loudon, Opposite the City-Hall, [New York]: 1801 First edition. Two recorded copies are, respectively, at the Library of Congress and the New York Historical Society. 22 pages, 17.4cm; quarto; [A1-4; B1-4; C1-3]. Published by order of the Common Council, Robert Benson, Clerk. Printer's mark of a phoenix rising from a fire, with the printer's "Protection" motto on the title page. This copy lacks the final blank with the printer's advertisement on the verso. Furman and Loudon were located at the corner of Broad and Wall Streets in New York City in 1800, opposite the City Hall. Curiously, in comparison to the copy held by the New York Historical Society, this copy also has a slight horizontal crease in the lower half of the pages, not affecting the text. Except for a minor loss of paper on the upper margin of the title page, not affecting any text and now expertly repaired, this is a very good trimmed copy. Of extreme rarity, this document is remarkable for the progressive compassion articulated in the provisions of governance and in the vision of its authors for the self-help solutions articulated for the paupers cared for by this early public assistance institution. The Alms-House was conceived by the committee appointed to report a plan for the better government of the Alms-House as "a detached part of the regular system of the Police." Rules for the behavior of the inmates were to carry the penalty for removal to the Bridewell Prison for incorrigible behavior. Special provisions were to made for the sick and for children. Sexes were to be segregated. School was to become mandatory for the children in the Alms-House. This pamphlet was prepared as a step towards procuring legislation to empower the commissioners to follow the plan the distinguished lawyer-authors outlined. Jacob de la Montagnie was a judge and held various elected positions as an elected representative of the people of New York. Notably, in 1804, he also served on the committee overseeing the funeral arrangements for Alexander Hamilton and the hiring of Col. John Trumbull to paint a full-length portrait of Hamilton as general for the sum of five-hundred dollars. Richard Harrison was one of the first three lawyers (and the only lawyer from New York) admitted to practice before the Supreme Court the first day it opened in New York in February 1790.
