"When in the spring of 1926 the miners refused to accept lower rates of pay, which were being forced on them by the coal-owners, they were locked out of the pits. and thus became unemployed. 'The Great Lock-Out', as it came to be known, began at midnight on 30th of April and it precipitated the Great Strike. Conditions in the mines had, of course, improved since Lord Shaftesbury in the early 1840's reve. a l e d to a shocked nation their full horrors, with women, and children sometimes under five, working almost unendurable hours in appalling squalor; but they had improved much more slowly than the public at large imagined. Underground inspection, . fo r ex ample, was ludicrously inadequate. In 1913 a mine disaster at Sengenydd in Glamorgan, which was the result of the negligence of the owners and their agent, claimed 439 lives, and there were many subsequent disasters.
