But how successful has this metropolitan authority — the Greater London Council — been in tackling the pressing problems of the metropolis? This study looks at one crucial area of policy, the ‘opening up of the suburbs’ to house the inner-city poor, and examines the effectiveness of efforts to achieve this policy between 1964 and 1975. As such it is an evaluative study which provides an anatomy of failure. The authors identify the forces operating upon metropolitan policy development and examine the response of suburban local authorities, the narrative focusing closely upon the politics of territorial defence. The authors show that each successive attempt to ‘open up the suburbs’ foundered in the face of suburban resistance. In conclusion, they go on to argue that the forces which militate against the implementation of metropolitan policy have been seriously underestimated. In the housing field, at least, metropolitan government has failed to achieve what it set out to do. Strategy and Conflict in Metropolitan Housing will be of great interest to all those concerned with urban studies and planning, politics, social and public administration and social policy.
