Signed on p. 19 by Levi Hollingsworth and nine others. Attributed to Joseph Hopkinson by William Cobbett in a letter to Edward Thornton dated Feb. 19, 1800" [NAIP].
Ross was a Federalist whose campaigns stirred the passions of his friends and Jeffersonian opponents alike.
