1840. unbound. 3.25 x 5 inches, no place, November 2, no year, Circa 1840. Addressed and signed in full by the British Prime Minister who helped create the modern concept of the "police" force. Includes an orange ink postmark stamp and a red wax seal in the lower right corner. Mounted to a small sheet of paper; very good condition.
