This edition was published and distributed by ex-Communist Party member turned far right crusader, Kenneth Goff, who begins the pamphlet with an editorial note. This is followed by Beria's address to U.S. students at Lenin Univ. on the use of psychopolitics to pacify the American populace and then the Communist Party's manual on psychopolitics, defined as the "art and science of asserting and maintaining dominion over the thoughts and loyalties of individuals, officers, bureaus, and masses, and the effecting of the conquest of enemy nations through ‘mental healing'."
