Cambridge was not only an important country town but also one of the two university centres, and its reactions therefore possess an especial significance in terms of national opinion. Moreover, the career of Benjamin Flower, editor of the Cambridge Intelligencer, was of national importance. Flower, who has been half-forgotten since his own day, now emerges as an important early Radical and as one of the great pioneers of English journalism, who spoke to a national readership from a local base. In Michael Murphy's words, at the height of the French Revolution in 1793 Flower 'set out to instruct public opinion by reporting parliamentary proceedings and political meetings, and, much more important, by criticising party and authority through powerfully-worded editorial articles.
