Philadelphia, 1902. -----Signed at the upper edge of the front wrapper by the author, Sam W Pennypacker to his brother Isaac R. Pennypacker. Samuel W. Pennypacker was governor of Pennsylvania from 1903 to 1907, also wrote extensively as president of the Historical Society of Pennsylvania. To his credit during his term in office, Pennypacker signed into law the Child Labor Act of 1905, setting a minimum age and standard for young workers. He created the Pennsylvania State Police and the State Museum, and oversaw the completion of the new state capitol building, 1906 he vetoed what would have been the first compulsory sterilization law in the United States. ----- Pages: 10. 9 5/8" x 6 1/2”. Binding: Half red calf with blue marbled boards, gilt titles at spine, original front wrapper bound in at front. Front board is detached, moderate rubbing at extremities with slight loss of color mostly at the spine and joints. Internally a clean and tight copy.
