Contents include: Report Given by Sam Brown (24 pages); Report Given by Bob Hall - Organizational Secretary (10 pages); Report Given by Comrade Horton, "Communist Party Policy on an American Peace Program" (dated 7/23/37, 11 pages); Report Given by Comrade Mellon - Report of Comrade Lewis Mellon on Legislation (Educational Director of Section 24, 16 pages); Report given by Barbara Saunders (3 pages); Report of Comrade Nellie Evans - Trade Union Director, Section 24 (6 pages); Report of Comrade Kehoe of Branch 5 (3 pages); Report of Comrade Becker, 36S and Section Shop Paper Committee (6 pages); and then a section containing resolutions, including Resolution on Education, four Resolutions on Anti-War Activities, Party Building, Women's work, Youth, Literature, Resolution on Scottsboro, Resolution on Trotskyism, and a few others, including a resolution to collect these materials and have them mimeographed for the membership. Much discussion of local organizing.
