Mrs. Bowen was a trustee of Hull House, with Jane Addams. She was the first president of Chicago's innovative Juvenile Court Committee of Chicago, which became the Juvenile Protective Association. This report described the abuses which were being committed upon African Americans,for example having employment agencies sending young ladies to work in brothels, and the disproportionate number of black men who were being imprisoned. "Even the waters of Lake Michigan are not available for colored children. They are not welcomed by the white children at the bathing beaches ...." Printed by Rogers & Hall.
