The Fourth Clarke Hall Lecture. Text of a lecture delivered by Viscount Samuel in the hall of Gray's Inn, London on October 27, 1938. Samuel argues that both the criminal and society are to blame for his crimes, and that improved living conditions, good wages, and prison reform will help reduce crime.
