Hardcover. George William Curtis (1824 - 1892) was an American author, orator, and civil service reformer. In 1862, he delivered his "Doctrine of Liberty" address at Harvard on behalf of President Lincoln.   In 1871, President Ulysses S. Grant appointed him as Chair to the commission of civil service reform. A prolific speaker, one of his last public appearances was in April 1992 when he delivered his 11th Annual Address as president of the National Civil Service Reform League.; 24mo .
