Truman signing the "Judicial Salary Bill" on July 31, 1946, with the pen used to sign the bill mounted below photograph. From the estate of Assistant Attorney General H. Graham Morison.. Framed photograph, measures 15" x 14." Includes two additional framed photographs of H. Graham Morison; one with President Harry Truman and the other with Truman and Rep. W. Pat Jennings of Virginia. The pen used in the bill signing is a Triumph 1331 dip pen from the Eberhard Faber Pencil Company. Provenance: Estate of Assistant Attorney General H. Graham Morison, via Case Antiques of Knoxville, TN. The "Judicial Salary Bill," also known as Public Law 567, set the salaries for several members of the Judicial Branch, including the Chief Justice of the United States, Associate Justices of the Supreme Court, circuit court judges and the Court of Customs and Patent Appeals. It was signed into law by President Harry Truman on July 31, 1946. The recipient of this pen, H. Graham Morison (1906-1976), served as Assistant United States Attorney General from 1948-1952. He was the head of the Justice Department's Civil Division and later its Antitrust Division. He left government in 1952 and returned to private law practice in Washington DC.
