Washington DC, 1963. 8.5x14 inch sheet printed both sides, folded for mailing, worn at folds, attacking the Gesell Report (which called on the military to abolish racist and segregationist practices). A typed note stapled to the top asks "Can you imagine a government trying to put such as this over on its people. It smacks of pure Communism." The Louisiana congressman states that the "integration assault" will damage the armed services and bring down morale. Waggoner was a prominent defender of segregation, a Democrat who was later close to Richard Nixon.
