The book, which is the first volume of a projected four-volume set, aims to explain new ideas about fiscal and financial systems that have Chinese characteristics and seeks to build a new framework for understanding theories that apply to China’s fiscal and financial realities. Some chapter topics include the ‘closed-crotch pants’ relationship between China’s fiscal and banking systems, China’s tax administration, government accounting and the end of off-budget funds, the use of fiscal surpluses, and the role of credit quotas in China’s monetary policy. Each chapter is composed of descriptions and evaluations of historical background, chronological development, institutional significance, and theoretical findings.
