1864 Thomas Jefferson Manual of Parliamentary Practice Civil War Impeachment

Rare 1864 Civil War-era printing of a famous manual on governmental procedure.

In 1801, Thomas Jefferson composed the very first American book on parliamentary procedure – 'A Manual of Parliamentary Procedure.' This book was designed to be used in the American Senate. While serving as Vice President, Jefferson wrote this book based on notes he took while studying procedure at College of William and Mary. The 'Manual' discusses various congressional rules and regulations including rules to Presidential and Congressional Impeachment.

Many of the rules included are based on the practices used in the British Parliament. According to Bergh's "Writings of Thomas Jefferson,"

"As the Procedure of the House of Representatives is still conducted under the principles of the 'Manual' which do not conflict with the rules adopted by the House under the authority of the Constitution. Jefferson's 'Manual' is being constantly reprinted."

Booker T. Washington was a famous 19th-century American civil rights activist known for his anti-slavery platform during the height of Negro lynchings in the American South. Born as a slave child during the American Civil War, Washington describes his difficulties and obstacles in his autobiography 'Up From Slavery'. This work follows more than forty years of his life, the state of race relations, and the rise and fall of the Negro social ladder.

While many authors and political leaders, such as WEB du Bois, were highly critical of Washington's work, he still emphasized the importance of education among the black population, especially in the South, which was a realistic tactic to easing racial tensions. This book was also gives the first mention of extremist groups such as the Ku Klux Klan.
