The author examines projected and actual budgetary expenditures administration by administration from 1910 to 1963. He includes figures for the Juárez and Díaz governments, when available, to provide an additional comparative frame of reference. The annual federal budgets are broken down into three main categories which Wilkie labels economic, social, and administrative expenditures. Although the economic and administrative expenditures are examined in depth (because they also influence social change), the social budget is of most direct interest to the subject at hand. Included within social expenditures are outlays for education, Indian affairs, public health, welfare, potable water and sewage disposal, labor, housing, social security, social and cultural aids, and payment for governmental medical and insurance programs.
