At the initiative of the French government, an International Conference for the Suppression of the White Slave Trade Traffic was concluded in 1904. followed by an International Convention of the same name in 1910. The agreement provided for the establishment of national machinery to coordinate information relative to the procuring "for immoral purposes" abroad of women or girls. States parties pledged to exchange this information and to take concerted measures for detecting persons involved in the traffic and repatriating its victims.
