Mild shelf wear to book, but names/inkstamps have been blacked out on the endpapers and a previous owner's inkstamp on the title page was not blacked out. The rear endpaper has adhesive remnants (not sticky) from something previously adhered there. There are no library markings to the book, so it may have been an ownership label of some sort. Mostly covered by the rear flap. The dust jacket has some minor edge wear. 612 pages with Appendixes, Notes, and Index. From the jacket: "This book traces step-by-step development of the nuclear test-ban idea until the United States, without a firm treaty, was obligated to interrupt its nuclear weapons development for thirty-four months, in the absence of any assurance that the Soviet Union would follow suit. When the Soviets suddenly resumed tests in September, 1961, it became clear that they had made impressive gains during the United States abstention... The treaties on which both the Eisenhower and Kennedy Administrations sought Soviet agreement had basic flaws... This volume explains the whole range of problems involved in making any treaty effective... The author has drawn extensively on the official transcripts of the negotiations with the Soviet Union, Congressional deliberations, State Department archives and numerous talks with scientists.".
