Studying labor market policy-making from 1990 to 2003 in the Canadian provinces of Ontario, Quebec, British Columbia, and Alberta, Haddow (political science, U. of Toronto, Canada) and Klassen (political science, York U., Canada) aim to identify the extent to which the partisan complexion of provincial governing parties affect policy outcomes and to consider whether globalization may constrain such partisan influences. Examining their topic through the lens of historical institutionalism, they particularly focus on the areas of labor policy that affect the private sector or relate to provincial jurisdiction. These include workers' compensation, occupational health and safety, employment standards (including pay and employment equity), industrial relations, active measures (such as training and skills development), and social assistance for employable persons.
