This book outlines higher education harmonization efforts in Africa and the process, current trends, operationalization, challenges, and implications for regionalization for African higher education, including the political processes involved and the functional components and organizational dynamics incorporated in the processes to realize the objectives of the strategy. It argues that most of the higher education regionalization initiatives in Africa are influenced by global and international policy changes and that regionalization of higher education in Africa has been donor-dependent and an externally driven process with poor legitimacy at home, despite the adoption of the harmonization strategy since 2007, as it has not impacted African higher education institutions significantly due to implementation obstacles. It discusses the historical background and context of African higher education, the relationship between globalization and internationalization of higher education in the development of regionalization and harmonization strategies, the regionalization within the context of the Organization of African Unity/African Union (OAU/AU), the 2007 AU higher education harmonization strategy, and the current political, functional, and organizational challenges.
