Since the early 2000s, China has emerged as one of the largest privatizing countries in the world, yet there has been little attempt to understand the economic rationale for the process, argues Ma (The Chinese U. of Hong Kong, China), who characterizes it as primarily trial and error, or "groping for stones to cross the river" (borrowing from a metaphor commonly attributed to Deng Xiaoping). The purpose of his book is to provide a description of this process of "groping for stones" as it played out in the arena of shareholding system reform from the 1980s through to the 2000s. Within his descriptive analysis he explores the role of spontaneity and state initiative based on three case studies in Foshan, foreign participation in shareholding reform, and the role of Hong Kong in the process.
