28th Cong. 1st. Sess. Doc. No. 271 House of Representatives. In 1843 the United States became alarmed over the policy of Great Britain toward Texas. The British were opposed to annexation and even contemplated the use of force to prevent it. They did not wish to add Texas to the British Empire, but they did want to prevent the westward expansion of the United States, to reap commercial advantages from Texas trade, and to tamper with the American tariff system and the institution of slavery. Partially printed letter on a folded leaf authorizing and directing the Secretary of State to affix the Seal of the US to the pardon of Elizabeth Hall and Emma Reed upon the condition that they be confined in the public jail of the County of Washington for the term of 2 months from the date.
