White was a Los Angeles attorney and politician who served in various political offices, including Los Angeles County District Attorney, California State Senator, Acting Lieutenant Governor, and United States Senator. White was a leading figure in the Free Harbor Fight, a seven-year struggle to secure a deep-water harbor at San Pedro, now today's Port of Los Angeles.
