The 21 papers collected here by Gordon (U. of Washington, US), Meininger (Ecole Nationale d'Administration, France), and Chen (China National School of Administration, China) were originally presented at the 2000 Annual Conference of the International Association of Schools and Institutes of Administration, held in Beijing China. The papers are part of an ongoing discussion involving Chinese scholars and administrators on the reform process within China and, as such, offer a "window" into the internal debate. Topics include the development of public administration education, the need for openness in administrative affairs, the dangers of globalization eroding national sovereignty, forms of Chinese citizen participation in government, the "Provisional Regulations on the selection and Appointment of The Party and The Government Leaders," the redefinition of local government roles, and the processes of creating a "socialist market economy."
