Early ink inscriptions on dedication page and opposite. Thumbing. Small hole in a front endpaper. Lt.-Col. Joseph Bouchette (1774 – 1841) was Surveyor-General of British North America. This book, written immediately after the War of 1812, contains the sum knowledge of what was known about the Canadas at that time.

The powers of the Legislature of Lower Canada are suspended and Her Majesty may appoint a special Council for the province's affairs. Members of the Council are to take an oath, the Governor and Council may make laws or ordinances for the Government of Lower Canada, such laws to be proposed by the Governor with limited duration. The laws are not to affect the existing laws respecting rights of election, etc. and laws may be disallowed by Her Majesty in Council.

William Smith left New York in 1783 at the end of the American Revolution in the company of Sir Guy Carleton and was named chief justice of Quebec in 1786. Volume I covers Smith’s time in London, with entries between January 24, 1784, to October 5, 1785. His diary illuminates a period of hesitation in British policy towards Canada, providing a wealth of information about personalities and influences behind the scenes. The second volume covers Smith's diary from October 6, 1785 to May 18, 1787, recounting his first few months in Quebec and providing a first-hand account of the political divisions within the province.
