Both sheets have a bit of pencil markings. Two documents from the U.S. Naval Hospital, Long Beach, California, deal with handling prisoners housed in the hospital's brig. Fire Bill, dated 14 October 1949, lists instructions in "the event of fire in or near enough to endanger the lives of prisoners in the Brig," issued by F.C. Hill, Captain MC USN, Medical Officer In Command. Escape Bill, dated 17 October 1949, enumerates instructions in "the event of an escape by a prisoner who is in the custody of the Guard, U.S. Naval Hospital Brig Ward," anonymously issued. At the time, the U.S. Naval Hospital was located on property at Carson Street and the San Gabriel River. (10-1/2"x8")
