The Junior Order Department of the Croatian Association was created in 1915 as part of the Croatian Association, which was formed as a mutual benefit society for Croatian immigrants to North America in 1894. In 1926, the merger of four independent societies, including the Croatian Association, created the Croatian Fraternal Union.
