Written in response to charges of impropriety and inefficiency in his administration of the Treasury Department, Wolcott having served under the John Adams presidency while openly adhering to the Hamiltonian High Federalist faction. Though never found guilty of wrong-doing, Wolcott "left office under a cloud of suspicion over a fire at the Treasury on 20 January 1801" (anb.org). SABIN 104982; SHAW & SHOEMAKER 3576.

Ink ownership signature on verso of final leaf (partially legible -- "Joshua (?) Dickinson." Very Good. Apparently the earliest publication of the Association. In addition to stating the general goal to "increase the numbers, diversity the pursuits, and augment the happiness" of the working class, concludes with an argument in favor of the Tariff and against nullification. Signed in type by Nathan Smith, as President. The Association's Constitution is appended at close of text. Uncommon, with only three physical locations noted in OCLC (NYPL, LC, AAS). SABIN 83655.

Quite a scarce work, an attack on the present-day American political and class systems, published pseudonymously by "One of the Herd." OCLC locates two copies in North America as of October, 2016, at the Abraham Lincoln Presidential Library and Harvard.

Staple-bound pamphlet; original printed wrappers; 25pp. Mild soil to wrapper edges; internally clean; Very Good or better overall. The Russian Information Bureau, managed by C.A.K. Martens, was the official propaganda and diplomatic wing of the Bolsheviks in the years preceding their recognition by the American government. Martens was deported, and the Information Bureau disbanded, in 1921. A shorter version of this pamphlet, with a slightly different title, was issued in 1918.
