Hooker sought to reshape as well as defend Elizabeth's church, to reduceas well as expand her ecclesiastical powers. He feared not only Puritan zealotry, but also less obvious threats to a Christian England. To counter these destructive forces he wrote, " Laws of Ecclesiastical Polity ", setting forth a teaching designed for churchmen and Englishmen.
