Joel Barlow was a lawyer, diplomat, and Revolutionary War chaplain and pursued his writing ambitions after the war, joining the writers' group known as the Hartford Wits. He was an ardent proponent of American democracy. Granted French citizenship, he supported the French Revolution in spite of dedicating The Vision of Columbus to Louis XVI. Appointed US minister to France in 1811, he died in Poland on the way to a meeting with the French foreign minister. He is submitting an article (not included) titled "Canada and Reciprosity".In fact his article was published in The North American Review , in Feb., 1904, Vol. 178, No. 567 (Feb., 1904), pp. 205-215 John M. Charlton was a farmer, businessman, politician, office holder, and social reformer. He was a Canadian Member of Parliament and businessman. By 1876 he was advocating an increase in duties to satisfy the party's protectionist wing. In the two years before the federal election of 1878, however, he was a tireless campaigner for reciprocity, the policy supported by party leaders. In its report of 1890 the commission called for an end to "commercial belligerency" between Canada and the United States. Politics in 19th-century Canada was about business and religion.
