Prior to World War I, the Ukraine was divided between the Russian and the Austro-Hungarian Empires. The standard language lacked uniformity even though the primacy of the standard established in Russian-dominated Ukraine was theoretically accepted in Austrian-ruled Galicia and Bukovina.
