F. Stevens Redburn is Chief of the Division of Housing, Executive Office of the President, US Office of Management and Budget. He holds a Ph.D. in Political Science from the University of North Carolina. Terry F. Buss is Professor of Public Administration and Director of the School of Policy and Management at Florida International University. He is the author of ten books on public policy issues, including Capital, Emerging High-Growth Firms, and Public Policy.
