Born as a slave in Louisiana, he was freed under the Emancipation Proclamation. His father was an Irish migrant and his parents had a common-law union. After serving for so many years in the state legislature, John was voted as the first African-American Speaker of the Mississippi House of Representatives; he was the first African-American to maintain this standing in the country. Throughout Reconstruction after the American Civil War, he was one of the first generation of African Americans from the South voted to the United States House of Representatives.
