From the d.j. flap: "During WWII, in 1942-1943, the American military worked on a project that would include millions of bats with small incendiary bombs attached to them. The plan was to release the bats into Japan and fires would flare up all over and destroy millions of wood and paper buildings. Even President Roosevelt backed the scheme. It might have worked, except that another secret weapon--something to do with atoms--was chosen to end the war."
