Hoar (1826-1904) represented Massachusetts in the U.S. House of Representatives from 1869 to 1877 and in the Senate from 1877 to his death in 1904. He consistently opposed American imperialism, and in this speech he argues against ratifying the Treaty of Paris, which ended the Spanish-American War with Spain ceding Cuba, Puerto Rico, Guam, and the Philippines to the United States. In Very Good+ Condition: first page and last are slightly dusty; light creasing; pages are clean and solid.
