The Institute of Medicine convened a Roundtable on Health Literacy to address issues raised in its report Health Literacy: A Prescription to End Confusion (2004) and brought together leaders from government, foundations, health plans, associations, and private companies to discuss challenges facing health literacy practice and research and identify approaches to promote it in the public and private sectors. It held a workshop in July 2011 that focused on the ways health literacy can facilitate state health insurance exchange communication with potential enrollees when this part of the Affordable Care Act is implemented in 2014. The workshop focused on lessons learned from existing state insurance exchanges, the impact of state insurance exchanges on consumers, and aspects addressed in the report, which provides an overview of health insurance exchanges and their creation and operation, evidence on how much consumers understand health insurance concepts, challenges faced by non-English speakers, the relevance of health literacy to health insurance reform and how interventions can facilitate the implementation of health insurance reforms, and best practices in developing materials and communicating with consumers.
