"The following relation is partly intended as an advice to such of my professional brethren as may have to execute public works in foreign countries; partly to show that British subjects abroad are not generally afforded that protection to which they are entitled, by the category of personages whose duty begins at the zero of international relations, and known by the name of Charge-d'Affaires; but specially to submnit the particular case in which I have been the victim, to the impartial judgement of the highest tribunal on earth – that of British opinion, of whose favourable award I entertain a conscientious conviction."
