Sacramento: FCL Education Fund, 1990. Pamphlet. 23p., illustrated with a centerfold spread showing "Life-cycle of Legislation - from idea into law." Cover cartoon (credited on title page to Bill Dempster) depicts a Quaker man in traditional garb with hammer & nails at work on a public building. Later, professionalized version of an item first issued about 1975 as a ten-page 11x8 inch booklet. This version is also softbound, a pamphlet in 8.5x5.5 inch wraps; clean and sound, touch of rust to staples else a very good copy.
