Issue No. 1 of the American Society For Judicial Settlement Of International Disputes explaining the superiority of judicial settlement over arbitration, the latter considered a rough measure of justice too often subject, among other things, to the caprices and prejudices of the arbitrators, whereas a judicial tribunal is bound by definite rules and legal principles. "An arbitrator may choose to adopt these rules, whereas a judge must." As examples of the deficiencies of arbitration in the area of international land disputes, the controversies with Britain over the Northern boundary of the United States and the decision of the Permanent Court Of Arbitration at the Hague relative to the dispute between the U.S. and Mexico are described. Movement toward worldwide democratization and the formation of growing numbers of international cooperative organizations at the time are cited as evidence that acceptance of an international judicial court was not far off. Among the benefits of such a court the author lists the establishment of continuity, permanence, and precedence, thus better insuring world peace by virtue of a more accurate, reliable, and effective resolution process. The very first issue (August, 1910) of the quarterly publication of this powerful anti-war legal organization, founded four months previous by an illustrious group of American lawyers with William Howard Taft as Honorary President; James Brown Scott, President; John Hays Hammond, Vice-President; Theodore Marburg, Secretary; and J.G.
