'in 1852 Napoleon III was the absolute ruler of France: by 1870 he was a constitutional monarch divested of most of his power. Providing, as it does, an explanation of this transformation, this book will interest others besides those who wish to understand one of the most enigmatic figures in history. It throws new light on the varied personalities of the reign; it describes the ruling class which held power in the nineteenth century; it explains the working of the political system, the electioneering of the mayors and schoolmasters in the villages and the relations of the people with the government; it shows the growth of the power of the press; and it ends by analysing the composition of the rival parties and giving an account of how the Bonapartists converted large areas of France to their cause.' .
