(4), v-viii, 72, 15 pages; Text block clean and complete; removed document from a bound volume containing multiple publications. OCLC 6791864 (only 16 locations) Half-title, title, Preface, text, Appendix, plus 15 page addendum "On the Present State of Public Finance." Final page of addendum has a neat handwritten ink entry stating: "A work well calculated to convince those / who are open to conviction that the real / state of the finances of this country is very / far from that represented in the boasts of the / Minister -- W[illiam]. P[itt]" William Morgan, FRS (1750 1833) was a Welsh physician, physicist and statistician, who is considered the father of modern actuarial science. He is also credited with being the first to record the "invisible light" produced when a current is passed through a partly evacuated glass tube; i.e., "the first x-ray tube". After his father's death Morgan left the medical profession and in 1774, on his uncle Richard Price's recommendation he was appointed Assistant Actuary of the Equitable Life Assurance Society. In February 1775, after the death of John Pocock, he was elected Actuary. Richard Price FRS (1723 1791) was a Welsh moral philosopher, Nonconformist minister and mathematician. He was also a political reformer, pamphleteer, active in radical, republican, and liberal causes such as the French and American Revolutions. He was well-connected and fostered communication between many people, including Thomas Jefferson, John Adams, George Washington, Mirabeau and the Marquis de Condorcet. According to the historian John Davies, Price was "the greatest Welsh thinker of all time." He edited, published and developed the BayesPrice theorem and the field of actuarial science. He also wrote on issues of demography and finance, and was a Fellow of the Royal Society. Price was married to Elizabeth Montagu, a leader of the group of intellectual women who became known as the Blue Stockings. Price formed a wide array of friendships and visitors including Thomas Paine, Mary Wollstonecraft, Thomas Jefferson, Benjamin Franklin, John Adams, Joseph Priestley, David Hume and Adam Smith. .
