The scene in this entry is the Europe of Revolutions and that ultimate in advanced diplomacy of 1848, the Schleswig-Holstein Question. Flashman is no diplomat but winds up in the middle of this international double-cross, playing for his life agains Count Bismark and Lola Montez.
