Mr. Speight, from the Committee on Public Lands, made the following Report: [To accompany bill S. 4.] The Committee on Public Lands, to whom wasreferred the bill entitled "A bill to apply certain alternate sections of the public domain toward the completion of works of internal improvement in the State of Michigan, and for other purposes," beg leave respectfully to submit the following report
